What's the name of the tool that can break a windshield in an emergency?
It can also cut seatbelts that are stuck. I am concerned about what would happen if I ever find myself submerged in my car. Is there any way to get out of a car that has fallen into a river and possibly turned upside down?

I think there may be several names for this commercial product, but one that comes to mind is Life Hammer.

It is commonly referred as a 'glass punch'. It's a little spring loaded handheld device.

Lifehammer is the one that I know of. It smashes the windshield and allows you to cut through a jammed seatbelt.
