Not all vehicles have a speedometer cable. Most speedometers these days are electronic. They have a sending unit that sends a signal to a circuit board in the cluster gauge which tells the stepper motor how fast and far to turn. The problems you are seeing could be the sending unit or the stepper motor or the circuit board in the cluster itself. If it is the sending unit you can get off cheap by doing it yourself but if it is the stepper moter in the cluster itself you will have to take it to the dealer which will be pretty expensive as they will have to remove the cluster to replace either the stpper motor itself or the whole cluster since your odometer has stopped as well.
