Original Equipment Manufacturer.

I would assume because they are not salesmen. They are the manufacturer. The dealerships are set up to sell the vehicles and the manufacturer ..... manufactures them.

Unfortunately, I don't think my answer is very good. However, it sounds like the manufacturer's just don't want the headache of dealing with 3-5 people who want to purchase directly at the factory.

In addition, why would you want to?

Stringent auto franchise laws limit who can sell cars - not only can't GM sell you a car in most states, neither can Wal-Mart. The franchise laws may have outlived their usefulness, but the car lobby contributes heavily to elected state officials and it will take a big groundswell of public support to beat back those dollars.
