Why does my heater blow

cold air when I'm stopped and only hot air when I'm moving?

Have you had the thermostat checked? It may not be circulating the water as needed when the car is sitting still.

You should also check the level in the radiator. If it's low, whent the car idles the water doesn't reach up high enough to the inlet/outlet to circulate.

That's probably because your coolant level is low. While in motion enough is circulated to the heater and while stopped not enough is getting to the heater core. Check both your radiator and your overflow tank and make sure both are topped off.

You don't mention where your inside temp switch is set. If it's set to blow hot air, then you need to have a factory installed accessory coolant pump installed.
