    Could be a kink/crimp in the brake line which restricts release of pressure; might be a badly adjusted emergency brake; might be badly adjusted brake shoes, that were not "arced" to the drums (fitted properly); might be normal amount of heat----a device called a pyrometer can be used to quantify the heat being generated relative to the other wheel.
