How do I adjust the emergency brake lever or cable tension on a 2000 Chrysler Sebring?

The Emergency brake did not pass safety inspection. I replaced the shoes, (the car is 4 wheel Disc with the minature pads just for the emergency brake)and adjusted the thumbwheel until the pads were just contacting the drums but it will still move at just above idle speed on level ground.

I took the console out to check for the adjuster screw, (according to the Chilton Manual), where the cable attaches to the lever but it does not exist.

There appears to be sort of clock spring that seems to be designed to maintain tension but the one end does not rest against anything it is free moving.

On most vehicles, a steel threaded cable comes from the back of one hub and is joined by a short cable from the other hub, then the original cable runs to a threaded end with an adjuster nut in it and one smaller nut on the end of that. This is the equalizer bar that you use to adjust the emergency brake. To adjust you set the emergency brake one or two clicks up, get under the car and set the equalizer bar. To set the tension to the correct level, turn the adjusting nut to take up the slack in the cables. When you think you have the tension right, go back in the car and pull the brake up the the fourth click. At this point the wheels should be locked.
