i have a 92 accord it wont start the check engine lite stays on all the time the code in the book says ecu problem

the auto zones computer sayed that if a problem acures were the check engine light stays on all the time that their is a problem with emission control system wich the cars cumputer system will not allow the coil or distributer to send spark to the motor but bothcoil and distributer have power up to them but nothing coming out?????

nope, that isn't correct.
When the check engine light comes on all solid, there is a problem with the emission control, that is correct.
When it comes on and flashes, that means that there is a signifigant problem that it may damage the engine.

As for anything not allowing the coil or distributer to send spark to the motor, that isn't correct.

You need to find out what the trouble codes are

sounds like you need a new distributor if there is power up to it and there is no sparks. also check for fuel(turn it over about 15 times and take the spark plugs out. look at them and smell them for gas. that car won't put out fuel unless the oil presure censor is working.
I am assuming you just walked out to your car one day and tried to start it and it would not?
hondas are notorious for starting issues. I seriously turned my crx over all day for 2 days and it finally started. who knows why?
